Kevin...when I was in the Coast Guard, we used ships long after the original life of the ship had passed. We would reuse the hulls and update the electronics.
From that link, it appears that some of its practices have caught up to the Coast Guard. Ever since 911, the Coast Guard has a much expanded role but not a much expanded budget.

Hopefully CAIR will get the message...but I doubt it.
